目前的古城控制性详细规划只能作为规则条件的界定， 并不能基于全局与长期考虑，对单体设计起到导向与控制作用。比如，关于特色提升，问题并不在于对功能产业、配套设施的布局，而在于怎么布局，为什么在这儿，而不在那儿？放多少合适？她背后的空间普适规律，本土性逻辑？ 同样，建筑高度的控制从技术上讲没有问题，但是，在什么地段需要控制什么高度，这样的制定逻辑和因此带来的好处？这绝不是单纯美学范畴的考虑，更涉及到城市集体记忆、公共界面、人文特征延续等重要内容。

Otherwise, all designs only limits to the domain of form and subjected to the experiences. If this is a case, it is obviously unacceptable for Shuzhou, such a key historic city.
The current regulatory plan can only be regarded as the definition of the regularity conditions, but not the one could be used to guide and control the detail design on the consideration of global and long term benefits. Take the Quality Improvement as an example, the issue is not the layout of industrial functions and the supporting facilities, but how to place, why put here not there, and how much it should be. Besides what is the universal law and local logic alike behind? Further, the height control itself is not an issue, but how to judge the suitable height and what is the logic of the control and what can be contributed to due to this logic? These are not the pure aesthetic discourses, but a domain referring to collective memory, public interface and humanistic characteristics.
First, the preserve and development of historic blocks ask the understanding of the urban context, collective memory, public interface and intelligible area. Secondly, the status quo is not the only, and possibly not the most critical condition we have to pay attention to. Thirdly, the consideration of Pingjiang should beyond the area to the whole old town range at least. Finally, the transport strategy is a key, and sharing the same logic, the issue is not on the arrangement of the road and facilities, but the efficiency of hierarchy and the optimization of site selection.
